Militants demanded access to the facility in recent days, saying Geo Group, the building’s new owner, illegally blocked the facility. On April 1, a lawsuit filed on behalf of the city of Newark claimed that the Geo Group failed to allow access to safety inspectors and violated city building regulations, including electrical and plumbing renovations without proper supervision.
