The Ministry of Home Affairs announced that skilled overseas workers visas will be restricted for those who do not work in graduate-level jobs.

The measure is part of a preview of the broader plan announced this week, which aims to reduce net migration to the UK.

According to the recommendations that have been revealed by the Guardians in part of the proposal, the standard proficiency visa threshold applies only to the 6 jobs of the Normative Qualification Framework (RQF), which is equivalent to a certain degree, rather than the current three, about the standard at level A.

According to the details of the Ministry of the Interior, for anyone who fills work below RQF 6, it is only possible to enter the country for a limited time, and if “there is strong evidence that the shortage is crucial to the industrial strategy”.

Home Secretary Yvette Cooper praised the plan as a “decisive action to restore control and order of the immigration system, improve domestic training and skills, and reduce net immigration while promoting economic growth.”

On Monday, she will introduce a government white paper that sets plans for future legislation – aiming to specifically curb net migration as ministers try to respond to the success of the UK’s reformed local elections through their strong anti-immigration message.

While the number of skilled visas has dropped significantly over the past few years, further barriers to overseas recruitment could cause problems for industries such as nursing and hospitality, and one nursing organization warned that more care providers could be disconnected from business without consistent government action to attract UK employees.

Another policy aims to partially address this issue by establishing the so-called labour market evidence group.

Constituting officials from industrial and skilled agencies and Quango, the Ministry of Home Affairs will say: “Inform the situation where the department is too reliant on overseas workforce and family skills inadequately”.

"The last government lost control of the immigration system and had no proper plans to address the skills shortages in the family. This undermined public confidence, distorted our labor market, and damaged our immigration system and our economy."

How much impact will the change that the skilled visa will have in absolute numbers remains to be seen. MAC data show that the number of skilled workers entering UK jobs with skills below RQF Six has declined in the past few years, while the number of skilled skills with degree level remains constant at about 75,000 per year.

Nadra Ahmed, executive chairman of the National Nursing Association, said that while her team must review the proposals in detail, she is concerned about potential “on-the-clock consequences” of the department, with about 70,000 employees coming from overseas and an estimated 120,000 vacancies.

"It seems strange to make the industry more difficult because the statistics are clear - we can't attract domestic labor at the moment because we haven't sorted out fair pay for them," she said.

“If this is not funded, the gap in the social care sector economy will only grow. This will take providers out of the sector, which will directly impact the ability to help people who need support today.”
