“We are turning the page,” EU chief Ursula von der Leyen said Monday since Brexit. “We are opening a new chapter.”
In the late Brexit period, this is not the first page, but it is the most important.
Now, the two sides have reached a deal covering phishing, trade, defense, energy and strengthening ties, and negotiations are still underway in these policy areas.
For Brussels, the negotiations were an opportunity to bring the UK (the main defence force) closer in a time of geopolitical turmoil.
And address the hangover that some Member States consider to be Brexit.
An EU diplomat said there has been a “touch-free” mentality when people have been widely viewed on Brexit settlements over the years.
It all involves “too much politics” and is worried that all of this could “go wrong”.
Remember that until the Windsor Framework Agreement of 2023, London and Brussels had a lasting dispute over trade arrangements in Northern Ireland.
Then, in 2024, a new government won the power of Britain - an increasingly friendly Labor party to the EU.
Brussels officials have long expressed anger, even distrust – a former conservative government, a vocal Brexit party.
Now, some Brexit supporters are condemning a deal that they are talking about sovereignty over EU bureaucracy.
However, diplomats in Brussels insist that this is a “normalization” of the relationship between neighbors, and they still see the world in broadly similar ways.
That being said, the EU circle has obvious satisfaction with the 12 years of locking fishing quota.
When I checked the details with a diplomat, they initially answered with a smiley emoji.
Another said: "The deal is balanced - conditions that can be favorable to the EU - simply show that brilliant isolation is not an option in today's climate."
Of course, the EU will hope to emphasize its "victory" through negotiations with a former member state, which has seriously shocked the group by leaving.
Nonetheless, coastal countries (especially France) will be happy for the moment and do not have to endure annual fish quota negotiations.
Nearby coastal countries, especially France, do not want to endure annual negotiations.
Finally, I was told, Quid Pro Quo. The EU reached a fishing agreement. In return, it is easier for British businesses to export agri-food products, although the element has not been completed.
There are still no plans for youth mobility - this will make it easier for young people to learn or work between the UK and the EU.
This is a particularly important goal for a country like Germany.
Another key to Berlin is the new defense and security partnership.
Russia's unpredictable White House invasion of Ukraine and Donald Trump has cut rules on European security.
Time is a healer, but events in recent years have also caused a sense of urgency.
For the continent, the relationship with the UK is better, which is still the main defence player, and is now more accessible than ever to gain investment and capability.
Countries like Germany – which only recently reached the NATO spending target of 2% – are keenly aware of the dramatic development of global development in recent years.
But, of course, most of this deal is a deal in principle. Statements of intent on the issue also deal with cybersecurity, energy and immigration.
"I think this is a step," another EU diplomat told me. "It's great to test the practice of water cooperation and what can be done. Let's take it from there."
Brussels still remains respectable for the troubles and separatist debates about the relationship with the EU.
All the details of the negotiations that have not yet been held can inspire further political storms, whether out of political compromise or cost.
This "reset" may not change the major rationale for Brexit - Britain is still out of single markets and customs alliances - but it does make London and Brussels talk more as they try to fill many gaps in this long-term list of ambitions.
This means that there will be more diplomatic traffic between the UK and the EU in the future.
Doing more business with Brussels inevitably means having more conversations. In this regard, today is just the beginning.
