Some of these countries often refuse to accept return or visa durability rates for their nationals, the announcement said. The Trump administration believes it is "unacceptable". Others on the list, including Sudan, Yemen and Somalia, were included in the inadequate screening and review measures.
In addition, seven countries will be subject to partial travel restrictions, with several visa programs suspended but no thorough bans are imposed. These countries are: Burundi, Cuba, Laos, Sierra Leone, Togo, Turkmenistan and Venezuela.
There are some exemptions, including any legal permanent resident in the United States, diplomatic visas and immediate family immigration visas. There are also exemptions for adoption, with dual nationals having passports from unrestricted countries, athletes or teams traveling to the United States to compete in the World Cup or Olympics.
In the White House video, Trump cited the recent attacks in Boulder, Colorado, justification for the new travel ban. But the suspect, Mohamed Sabry Soliman, was from Egypt and entered the country with a tourist visa before applying for asylum.
During his first term, Trump also banned foreigners from entering the United States from six Muslim-majority countries, a move that the Supreme Court finally upheld a ruling. Trump has already restricted refugee enrollment in almost every country during his second term.
