Taiwan’s booming youth content industry is undergoing significant improvements as international players join forces to cultivate the next generation of Chinese storytellers.
Los Angeles and Seoul-based production company Third Cultural Content (TCC), in partnership with Taiwan’s S11 partner and PTS XS, launched a Chinese incubator program “All Star” for young adult content creators.
The initiative, formally known as "All Stars: Youth Drama Development Laboratory", opens applications on June 4. The program represents a strategic game designed to capture the increasingly valuable Z and Alpha power generation market with real local storytelling with global appeal.
In the two-stage structure, 30 selected Taiwanese creators will first participate in the industry-leading masterclass and then be promoted to a six-month development lab working with Hollywood veterans in four outstanding projects. Selected projects may enter international joint production in 2026.
Senior Hollywood mentors include Amy Rardin (Marvel’s “Strange Academy” and “Echo”), Jessica O’Toole (“American Girls” series, “Invisible Sisters”) and BAFTA champion Debbie Moon (“wolfblood”). The program also offers NT$260,000 (8,600) script development grants for each selected project.
“As the YA type continues to grow globally, it remains relatively new in Asia,” said TCC co-founders Janice Chua and Sean Dulake. “This partnership is a unique opportunity to explore and innovate in this area, combining Taiwan’s rich cultural nuances with our expertise in creating universally relevant stories.”
The lab is built on established industry relationships, as TCC’s Chua and S11’s Cora Yim previously worked with “Emerge,” another development program based in Taiwan that incubates five TV series and six features between 2022 and 2024.
“Pupils are a strong barrier – full of problems, changes and possibilities,” Yim said. “We are honored to be working with PTS XS and the third cultural content, which enables young Taiwanese storytellers to provide tools for shaping their own teen drama narratives.”
Launched in 2024, PTS XS is the first cross-media platform in Taiwan specifically targeting audiences aged 3-18. He believes that the cooperation is a strategic positioning in the competitive Asian youth content market.

The program represents the latest in a series of development programs led by partners. Yim had previously promoted Fox Creative Lab in 2018, while Chua and Dulake are currently teacher-led at CAPCA (Canada-Asia Pacific Joint Production Accelerator), which develops TV projects for North America distribution.
