Ukrainian officials urged Moscow to share its plans ahead of any talks as Turkiye's Erdogan called for dialogue.
Russia said it has not received a response from Ukraine due to a proposal to hold another round of ceasefire talks in Istanbul next week, as Turkier's president urged the fighting teams not to "close the door to dialogue."
Moscow said earlier this week it hopes to hold new talks with the Turkish city of Ukraine to introduce a memorandum that will outline the key elements it calls “overcoming the root cause of the war.”
Kremlin spokesman Dmitry Peskov said on Thursday that Moscow has not received a reply from Kiev so far.
Peskov saw the idea as “non-constructive” when asked to comment on the suggestion of Ukrainian Foreign Minister Andrii Sybiha that Russia should hand over the memorandum immediately.
"Here you have to confirm that you continue to negotiate or do the opposite," Peskov said.
Ukrainian Defense Minister Rustem Umerov said on Wednesday that Kiev has submitted a memorandum on potential settlements and called on Russia to make its version immediately, rather than wait until next week.
Ukrainian Foreign Ministry spokesman Heorhii Tykhyi said on Thursday that Russia's hesitation of reluctance to share its plans suggests that it may be "possibly full of unrealistic last states".
"They are afraid to reveal that they are delaying the peace process," Teckery said.
Officials from both sides met in Istanbul on May 16, their first direct negotiation in more than three years, but failed to make a breakthrough.
But Turkish President Tayyip Erdogan said the recent negotiation momentum is an opportunity to achieve lasting peace.
According to his office, “The road to solutions will pass through more dialogue, more diplomacy. We leverage all our diplomatic capabilities and the potential of peace.”
“In the course of each meeting, we remind the interlocutors that they should not give up on this opportunity,” Erdogan said, adding: “It is a humanitarian obligation to put out this huge fire in our area.”
In Ukraine, local authorities say at least five people have been killed nationwide after Russia fired 90 drones overnight.
The Russian Ministry of Defense said its air defense intercepted 48 Ukrainian drones, including 30 in the Bergorod region.
The ministry added in a separate comment that its army occupied the village of Strovaka in the Kharkif region in northeastern Ukraine, as well as Gnativka and Shevchenko Pershe in the Donetsk region.
