Secretary of State Marco Rubio said U.S. President Donald Trump's proposal to resettle Gaza's population will only be temporary.

It's Trump's suggestion that the United States can "take over" Gaza and resettle about 2 million Palestinians there - an idea that has attracted criticism from the United Nations, human rights groups and Arab leaders.

White House spokeswoman Karoline Leavitt further clarified Trump's comments, saying the United States does not intend to put "boots on the ground."

Meanwhile, Israeli Defense Minister Katz said Gaza people “should be allowed to enjoy freedom of exit and immigration”, but there are few details on how it works.

Marco Rubio said during a trip to Guatemala that Trump's proposal was not "hostile" but "a generous move" that showed that "the United States is willing to take responsibility for the reconstruction of the region."

He said that when the debris were removed and rebuilt, the Gazas were leaving the territory during the "temporary" period.

According to international law, attempts to transfer people from occupied areas are strictly prohibited.

White House spokeswoman Karoline Leavitt told reporters Wednesday that the president is committed to rebuilding Gaza and relocating its residents "temporarily" in the process.

Trump said on Tuesday that displacement will be permanent.

Levitt also said the president did not promise to put the "boot" on the territory, but refused to exclude the use of the U.S. military there.

Her comments were posted after Trump proposed to control the Gaza Strip and redevelop it into the "Middle Eastern Riviera".

"The United States will take over the Gaza Strip and we will work with it," Trump said Tuesday on Tuesday. Joint press conference Israeli Prime Minister Benjamin Netanyahu called the idea "worthy of attention."

Israeli Defense Minister Katz also praised Trump's proposal, adding that land, sea or air should allow Gazas to "allow Gazas to enjoy the freedom of exit and immigration."

He said countries such as Spain, Ireland and Norway (the war critics) “have a legal obligation to allow every Gaza person to enter its territory.”

He did not explain how the proposal would work or whether the Gazas could return after reconstruction.

The Spanish Foreign Minister rejected the suggestion.
