"Well, look, my argument to the congressmen (and) senators who are out of office is, how can you lead the world without the most modern infrastructure in the world?" Biden said.

"You combine domestic policy and foreign policy like I've never heard of another president doing that," O'Donnell told Biden.

"Well, by the way, because it's necessary," the president responded. "There's no way to conduct our foreign policy unless we're in a good position with our economic policy. Look, Lawrence, you're one of the most knowledgeable people I know. "What's going to happen? I don't mean domination," he continued. "I mean, leading the world on fundamental principles like the United Nations Charter - who steps up, who has the ability to do that? We have the scale, we have the scope, we have the capabilities, we have but we just need to get back When it comes to games, that’s all I really do.”
