Maignan has been at AC Milan since 2021.
He won Ligue 1 with Lille in 2021, then helped Milan win the Serie A title in 2022 and Supercoppa Italiana in 2024.
Maignan has made 30 appearances for France and is named after the 2024 European Championships.
Elsewhere, Chelsea will not exercise its £25 million signing obligation Jadon Sancho Permanent this summer.
Instead, they will pay Manchester United a £5 million fine to get rid of their obligations.
Sancho will return to Manchester United at the end of June after he cannot agree to personal terms to extend his stay at Chelsea.
The winger scored five goals in a season loan at Stamford Bridge, including a defeat of Real Betis in the league final last month.
He also contributed 10 assists in all games.
From clubs all over Europe, Sancho is interested, with a year left in Sancho, whose lucrative joint contract is believed to be worth up to £300,000 per week.
