According to the Interim Report of Disaster, a luxurious superyacht sank with the Sicily coast, killing tech entrepreneur Mike Lynch, knocked down by "extreme wind" and unable to recover.
The British Marine Accident Investigation Department (MAIB), which leads the international investigation, said the wind of more than 80 mph hit the ship "hardly", causing it to flood within seconds.
On August 19 last year, in weird weather, the Bayes sank near the town of Portofino, reporting water squirting.
Seven of the 22 people on board were killed, including 59-year-old Lynch and his 18-year-old daughter Hannah.
Investigators said the yacht was hit at a 90-degree angle in 15 seconds at 04:06 a.m. local time, causing people, furniture and loose items to fall on the deck.
"Until water on the starboard rail enters and enters the inner space of the stairwell within a few seconds, there is no flood inside the Bayesians," the report said.
Andrew Moll, chief inspector of the Maib Marine Corps accident, said once the yacht was tilted 70 degrees, the situation was “unsolvable.”
According to the report, the Bayesians also had a "vulnerable" wind with a speed of 73 mph, able to overturn it.
It added that neither the owners nor crew members of the yacht were aware of this because it was not included in the onboard stability information book.
MAIB is investigating the incident because Bayesians are registered in the UK. The date on which its final report will be published has not been determined.
It said its report is based on “limited evidence” as criminal investigations by Italian authorities limit opportunities for shipwrecks.
A diver suspended an action to lift a 56-meter boat from the seabed over the weekend after he died while working at a shipwreck. Work is scheduled to resume on Thursday.
The report lists more details on how the sunk unfolds.
Investigators said the yacht sailed to the site where it sank the day before, predicting thunderstorms with "sanctuary". The sail was pulled up at that time.
About an hour before the event, the wind speed "don't exceed eight knots (9mph)." After about 55 minutes it increased to 30 knots (34.5 mph), and when the yacht tilted, it accelerated to 70 knots (80.6 mph) at 04:06.
As the storm intensifies, several crew members are responding to conditions. The deck's hand reached to the deck and closed the yacht's windows.
Five people were injured “fall or fall on them” and their deck hands were “thrown into the sea”, the report said.
It added that two guests of the yacht used furniture drawers to escape the cabin “as improvisation ladders.”
Dr Simon Boxall, an oceanographer at the University of Southampton, said the Bayes were in the “wrong place at the wrong time”.
"The crew's priority is to close the hatch and doors," he told the BBC.
This means that speculation about water flooding is because everything is open to it is “apparently not the case.”
He added: "The next priority is to start the engine - so they will have some maneuverability to position themselves in the storm - and then lift the anchor and the crew does that, but it takes time."
"It's not like a car you jump in and turn the keys. It takes 5 or 10 minutes to start the engine with a container of this size."
The survivors escaped Bayesian life rafts and were sent by a small boat from another nearby yacht, the report said.
Mike Lynch is an outstanding figure in the UK's tech industry, and his support for successful companies led to his being called the British equivalent of Microsoft founder Bill Gates.
However, the later part of his life was consumed by a long legal dispute, which led to his extradition to the United States.
The UK’s inquiry process is examining the deaths of Mr Lynch and his daughter, as well as Jonathan Bloomer, chairman of Morgan Stanley International Bank, and his wife Judy Bloomer, who are both British nationals.
American attorney Chris Morvillo and his wife Neda Morvillo also died along with Canadian-Antiguan National Recaldo Thomas, the chef of the yacht.
15 people managed to escape on a lifeboat, including Lynch's wife, Angela Bacares.
