Chelsea has completed the £30 million signing of Ipswich striker Liam Delap.
The 22-year-old has signed a contract at Stamford Bridge until 2031.
Chelsea paid Delap's £30m issue clause, which was activated after Ipswich's Premier League relegation to beat Manchester United and Newcastle's interests.
England U21 International told Chelsea's official website: "I understand the club's status and can see the trajectory of these players and the head coaches.
“It will be an incredible place for me and I hope to achieve amazing things here and help the club win more trophys.”
Despite Kieran McKenna's side being relegated back to the championship, Delap scored 12 goals in 37 games at Ipswich.
Chelsea quickly signed Delap after the season, defeating Real Betis in the UEFA final. They ranked fourth in the Premier League, winning them the Champions League for next season.
Delap will be reunited at Chelsea with Enzo Maresca, Cole Palmer and Romeo Lavia, who he knows from playing with Manchester City’s youth level.
Delap will be able to play for Chelsea for free at the club World Cup, and the FA cannot execute his participation in the U21S European Championship England team.
That's because the European junior match fell outside the FIFA international window.
FIFA rules state that national associations can tell selected players to place their country before the club’s commitment, but only within the expected date of international competition.
The U21S euro will start in Slovakia on June 11, but the official FIFA International window lasts until June 10.
Three Manchester City players were affected by the clash with the club’s World Cup – James McAtee, Nico O'Reilly and Rico Lewis are all part of Lee Carsley’s plan.
However, after Manchester City reached an agreement on his situation, only McCart will be part of the U21 squad. O'Reilly and Lewis will join Pep Guardiola's team in the first FIFA Club Championship in the United States.
It is understood that Carsley's situation is relaxing because some other national teams in the U21S euro will be more affected than England.
