Kirsten Niehuus serves as Chief Medienboard

Medienboard Berlin-Brandenburg Regional Influential Film Fund CEO Kirsten Niehuus welcomes guests to a traditional cocktail party at the Cannes Film Festival on Saturday. However, it is unlikely that international filmmakers will see Nihus’ last, known for supporting high-quality international films. It was an exciting time after Germany's revamped film funding structure at the end of last year, with ins ropes being made on FFA, whose funding portfolio expanded to cover all federal film funding. Additionally, German producers can now claim 30% of their local production costs – up to 25% higher than the top 20%.

However, Niehuus told Medienboard Event's media partner Variety that the legislation changes are not far enough. "I think the industry needs an automatic (production incentive) program that is competitive with other programs, such as in Hungary," she said. "We see a lot of the work that will be shot in Hungary rather than in Germany, and we don't see incoming works from the United States, let alone tariffs. We don't have enough appeal to larger American works, obviously in Germany's attack. Its Bavaria is Hamburg or Berlin."

Asked if she was optimistic about legislation, she said competitive incentives would be passed this year. She said: "Fingers crossed. I mean, I hope so.

Medienboard has more financial power than many European institutions. Its film funding department has an annual budget of approximately €34 million ($38.3 million) and supports many international joint productions.

There are eight movies on the Cannes show, four of which are in the competition. The competing film is Wes Anderson's "Phoenic Project", the "sensual value" of Joachim Trier, the "secret agent" of Kleber Mendonça Filho and the "two prosecutors" of Sergei Loznitsa.

Cannes Premières features Fatih Akin's "Amrum" and Kirill Serebrennikov's "Missing", while the director's two weeks include Petzold's "Mirror No. 3" and Nadav Lapid's "Yes".

Medienboard has also made changes. Niehuus said the film fund will “reorganize the process from one person’s decisions, including the team, to the jury system.” “This obviously requires proper preparation because it is a major change.” She added that the first deadline for the new application and decision-making process could be October, so everything is ready for the first round of decisions in January.

These changes are attributed in part to the expansion of CEO responsibilities and are also a response to how the business changes and the desire to become more transparent and democratic.

"It's different from before, so it's getting harder to manage all of this, plus 120 scripts per session. It's almost impossible to master that. We feel like, master that. The wind of change on how to deal with power has changed, too. We want to follow this situation, so people don't feel like they'll do this - you'll have more responsibilities - follow royal responsibilities. People think change is desirable."

Commenting on Medienboard-backed films at the Cannes Film Festival, Niehuus said that they range from “Heimat” movies to “Amrum” movies to “a variety of international co-productions of all sorts of mature directors, producers, producers and young talent.
