Nuveen's head of stock and fixed income Saira Malik joined "Close Bell" on CNBC on March 26 to discuss her investment strategy in the middle of this uncertain market. She stressed that two main themes are shaping the second quarter of this year: policy uncertainty and issues surrounding the slowdown. She noted that the economy’s recent strength is driven by consumer spending and employment, with about half of wage growth since 2019 coming from government jobs. Latest data on consumer spending, retail and confidence are weak, but consumers often express pessimism in disproportionately lowering spending. Nevertheless, she stressed that the economy is slowing down and warned that ongoing tariff uncertainty could lead to an economic downturn. However, she also mentioned the potential upside of upcoming tax cuts and deregulation, which could provide financial support. Malik explained that the market’s recent optimism comes from increasingly clearer tariff implementation and targets.

In this article, we define small-cap stocks as trading stocks between $10 billion and $30 billion as of April 28. We then selected the top 15 stocks and ranked in the ascending order, in which these stocks have the number of hedge funds. If an equal number of hedge funds hold two or more stocks, we use market cap as a decisive game.

Reliance Inc. (NYSE:RS) distributes a range of metal products such as alloys, aluminum, brass, copper, carbon steel, stainless steel, titanium and other specialty steel products. It also provides metal processing services for consumer products, general manufacturing, non-residential construction, transportation, aerospace, energy, electronics and semiconductor manufacturing, industrial machinery and heavy industries.
The non-residential construction market is a key area for the company, accounting for about one-third of its sales in Q1 2025. Reliance mainly uses carbon steel pipes, plates and structural products for this market. In the first quarter, the year-on-year and sequential quarterly shipments grew in the three product categories, surpassing the year-on-year decline of the service center industry by 0.5%.
This performance by Reliance Inc. (NYSE:RS) comes from activities in data center construction and related energy infrastructure as well as publicly funded infrastructure projects. In Q2 2025, Reliance expects demand in the non-residential construction market to increase by an estimated 1% to 3%, while the company’s average selling price per ton was $2,143 per ton compared to the first quarter.
Overall, Rs Ranked 10th On our small construction and material inventory list, hedge funds are buying.
