Prime Minister Narendra Modi appeared to rule out the possibility of discussions on the water treaty, saying any talks with Pakistan would only focus on Kashmir and terrorism.

"Water and blood cannot flow together," he said in a televised speech to the Indians. "If you negotiate with Pakistan, it will only be on terrorism; if you negotiate with Pakistan, it will only be on Kashmir occupied by Pakistan."
