WASHINGTON - The Republican-led House Budget Committee voted to reject President Donald Trump's agenda on Friday, causing an embarrassing setback for Speaker Mike Johnson and Republican leaders.
The Budget Committee voted 16-21, with a group of conservative hard-core people struggling to steeper spending cuts and joining all Democrats voting against the multi-billion dollar legislation that uncertainty.
Republicans who voted "No" were Chip Roy of Texas, Ralph Norman of South Carolina, Andrew Clyde of Georgia and Josh Breach of Oklahoma. He said Rep. Lloyd Smucker of Pennsylvania changed the vote from "yes" to "no", as a procedural move to allow Republicans to call the bill again.
At the hearing, Roy warned Republican leaders that he opposed the bill because it would increase the deficit.
"I have to advise my colleagues on this side of the aisle right now. The bill is very short. It doesn't do what we say is the effect on the deficit," Roy said. "That's the truth. The deficit will increase in the first half of the budget window, and we all know it's true. We shouldn't do that. We shouldn't say we are doing what we don't do."
"This bill has been saved and it has been loaded with the front expenses," Roy added. "I don't have the bill for this bill unless it's serious reforms today, tomorrow, Sunday. Changes are needed, or you won't get my support."
After reading the votes, Rep. Jodey Arrington, chairman of the committee, adjourned the hearing and told members that they would not meet again this weekend.
"It's like the last day of third grade. We're going home," R-Wis. Rep. Glenn Grothman quipped after the hearing.
But he predicts that the bill will eventually pass. “It has to pass,” Grossman said.
Arlington said negotiations with the Republican Party holdings will continue in the coming days, with Republicans on the panel trying to regroup on Monday.
Friday’s delay means it will be even harder now for Johnson to meet his self-imposed Memorial Day deadline to pass what Trump calls “big and beautiful Bill” and send it to the Senate.
The Freedom Caucus said in a post on X that its members will work over the weekend to reach an agreement to pass the package.
“Rep. Roy, Norman, Brech, Clyde and others continue to work sincerely on the President’s 'Grand Bill' – we have made progress ahead of the Budget Committee’s vote and will continue negotiations to further improve the settlement,” the post of the Liberty Core Church said. “We are not going anywhere, we will continue to work on the weekend.”
The failed vote comes a few hours after Trump implements social facts to inform the Republican “princess” and urge Republicans to lag behind the bill.
"The Republican Party must unite, 'One, Big Beauty Act!'" Trump wrote
"We don't need 'princess' in the Republican Party. Stop talking, be done!" he added
Republican leaders acknowledge that the massive bill is not ready for prime time, and in the coming days, major changes are needed to collect tax and Medicaid rules to win over stubborn members.
Earlier, in an office near the hearing, House Majority Leader Steve Scalise, R-la. , private huds shrink some of the free caucus in the budget group, Norman, Roy, Clyde and Brecheen. Andy Harris, chairman of the Freedom Caucus who is not on the panel, joined them.
In the aisle, Rep. Brendan Boyle (D-Pa).
"At this hearing, you'll hear a heated debate. Frankly, there's a huge gap between Republicans and other Republicans. There's also a gap between these two groups of Republicans and this aspect of Dess," said the top Democrat in the budget group. “I can at least talk about why every member of the Democratic Party votes on the billionaire bill.”
