House Republicans later Sunday released a detailed plan to curb Medicaid coverage and back off former President Joe Biden’s electric vehicle (EV) mandate, among other measures.
The Energy and Commerce Commission with broad jurisdiction, including federal health programs, telecommunications and energy, is tasked with at least $880 billion in fees in President Donald Trump's "big and beautiful bill."
R-Ky. Committee Chairman Brett Guthrie told House Republicans Sunday night that on Sunday night alone, the group found “$900 billion North” in savings, a major victory for House Republican leaders who had a huge victory over the attacks on Democrats’ massive cuts in welfare programs.
But Republicans largely avoided deep cuts to Medicaid, and these Fiscal Hawks sought victory at the House Republican meeting, a victory over moderate Republicans who are politically more vulnerable to democratic attacks on the issue.

The legislation will make a new 80-hour job requirement for certain sound adults aged 19 to 64 years.
This will also place guardrails on states spending funds on their expanded Medicaid population. The Affordable Care Act (ACA) allows states to expand Medicaid coverage to account for 138% of adults at poverty levels.
More specifically, states that provide Medicaid coverage to illegal immigrants may see their federal Medicaid reimbursement reduced, thus reducing more costs to the state itself.
The bill will also require additional states with expanded Medicaid population to conduct eligibility checks every six months to ensure that the system is not abused.

Guthrie told House Republicans on a phone call on Sunday night that the legislation is "ending" the former Biden administration's EV mandate. He said $10 billion in savings could be found in the end of the mission-authorized mission, and by 2032, the EVS account would account for two-thirds of all new car sales.
In various competitive green energy tax programs established through the Inflation Reduction Act (IRA), other savings can be found when unresolved funds are withdrawn.
However, this is not a complete abolition of the IRA, as some conservatives have been pushing Republicans to do it.

This is another argument before the bill releases, with Republican lawmakers with businesses in their districts who benefit from green energy subsidies, thus gradually decreasing.
On the other side of the energy divide, the bill will also increase Trump's non-green energy targets by establishing a fast-tracking natural gas permit route. License applicants will be required to pay $10 million or 1% of the project fee.
Social conservatives will also win in a measure that will make some large abortion providers unqualified for Medicaid funds. This measure is made by R-La. My House Speaker Mike Johnson promoted it and was supported by anti-abortion groups like Susan B. Anthony Pro-Life America.
However, this could meet moderate Republicans - Rep. Mike Lawler (RN.Y.
The legislation does provide exceptions to where abortion is provided when rape, incest or mother's life is threatened. However, it is not necessarily clear if voluntary abortion offers disqualification of these locations.
The Energy and Commerce Commission legislation is the $1.5 trillion to $2 trillion spending that Republicans hope to find during the budget settlement process.
House Republicans currently have a three-vote balance for razors, meaning they have the ability to have almost no objection and can still pass anything without democratic support. They want to do that, and no Democrats have made a major overhaul of Trump’s massive Republican policy.
The budget investigation process lowered the Senate pass threshold from 60 to 51, leaving the House of Representatives itself with a simple majority.

Trump hopes Republicans use mobility to address his priorities on the border, immigration, taxation, defense, energy and raising debt ceilings.
To this end, several jurisdictional committees are working to develop specific parts of their bills and then put them in large tools to pass through the House and Senate.
Republican leaders hope to receive the final bill on Trump's desk by July 4.
