Disturbing surveillance footage shows the suspect (Jacqueline Popaibarra, identified as 34) fell on a quiet street in South Sacramento on April 26 before stopping next to a homeless camp.
Popaibarra got off the car and began arguing with the 49-year-old homeless victim, according to the Sacramento County Sheriff’s Office, who had just fallen asleep for the night.

The suspect allegedly threw liquid (assuming it was accelerated by fire) onto the victim and caught fire.

Police said Popaibarra continued to kick the burning woman while bystanders helped put out the fire, then calmly returned to her car and fled.

The Sacramento County Sheriff’s Office said the homeless woman was taken to the hospital and intubated for several days, leaving her unable to speak or provide a law enforcement statement.

The victim actively identified Popaibarra, who has since been arrested on unrelated charges of robbery as her assaulter.
