Professional insurance company Hiscox has appointed Phil Withhey as the chief technology officer (CTO) of the London market, effective from June this year.
Withey’s mission is to define the technical strategies of the London market, supervise the operation and transformation of trading systems, and invest in data, digitalization and artificial intelligence.
Withey will report to Hiscox Group Cio Chris Loake and Hiscox London Marketing CEO Kate Markham and will be in the insurer's London office.
Commenting on the appointment, Markham said: “Phil’s experience and expertise will be key to achieving our ambitions and support colleagues across the business as we want to make it easier for brokers and clients to trade with Hiscox.”
Withey joined Hiscox after a decade at the London Stock Exchange (LSEG) where he held several senior technical roles, including FTSE Russell, the head of construction for sharing technology, and data and analytics.
Later, he led the architectural capabilities of the LSEG and Microsoft partnership and was responsible for coordinating and executing transformation procedures in partnership with Microsoft.
Prior to his tenure at LSEG, Withey accumulated experience at Barclays Capital and Threadneedle Investments, which provided him with a broad view on technology in the financial services sector.

In March 2025, Hiscox UK moved to a new cloud-native building provided by Sapiens, leveraging Kubernetes to improve operational productivity and service delivery.
