California serial killer “scorecard killer” victim found out 45 years after death in Oregon

A man found dead on Interstate 5 in Oregon was identified nearly 45 years later, and police say the notorious California serial killer is the only person in the case.

The 30-year-old was identified as Larry Eugene Parks. Kyle Kennedy, an Oregon State Police spokesman, said Randy Kraft, known as the "scorecard killer", was the only person to investigate the killing in 1980.

"There is some evidence that we are dealing with it to determine this connection," Kennedy said. "We are very confident that we have a meaningful person."

An Iowa teen is considered one of the earliest victims of the infamous California serial killer Being confirmed 49 years later in 2023.

On July 18, 1980, police responded to a report that was now identified as I-5 Park south of Portland near Woodburn. Police opened a homicide investigation at the time and failed to successfully identify the victims.

Police say Parks is a Vietnam veteran who lost contact with him in 1979 and was last seen in Pensacola, Florida.

Kraft was pulled over in 1983 on a vehicle on the California Highway in 1983 after a soldier discovered he was driving unsteadily. In the passenger seat of the vehicle is a strangled US Marine Corps. In 2024, an Orange County Sheriff's Department Investigator contacted the Oregon State Police's refrigeration case and proposed to use a forensic investigation of the genetic lineage to help identify the remains. According to police, genetic features were developed from blood samples and the park’s identity was confirmed after possible family members submitted DNA profiles for comparison.

Police said his disappearance was unknown to his family until his identification last month.

In 2023, the body of a teenager believed to have been killed by Kraft was also discovered using an investigation genetic lineage.
