Prior to this point in the 2025 offseason, free agent signing, trade acquisitions and draft picks have reshaped all 32 NFL rosters. But some unsigned free agents are still looking for new teams and we always see some late trades before training camp begins.
With that in mind, let's find the ideal landing point for 11 veteran free agents and 3 players who can be traded. When I evaluate players against teams, I'm looking at how everyone adapts to a program, how everyone can help immediately and whether the team has blocking space to add to the roster. In the process, most players will end up signing a year of low-risk deals, which include incentives to earn more cash. But they can all help somewhere.

Best Team Fitness: Cardinal Arizona
Allen wasn't that moving late in his career, but the 33-year-old, along with Chicago, showed that he was still a crafty route runner who could allow himself to be a quarterback. In Arizona, Allen can serve as Kyler Murray’s chain sports option.
Trey McBride and Marvin Harrison Jr. are Murray's first two targets, so Allen will compete with Zay Jones and Michael Wilson for representation. Despite a heel injury that set him apart in two games in 2024, Allen has earned at least 60 catches for his eighth straight season.
Best Team Fitness: Buffalo bills
Blackmon's skill set fits the basic split field coverage in Buffalo's defense system. Also, I think he upgraded Damar Hamlin in the post. Blackmon has the ability to move from his deep landmarks and play a role on the ball. He made three interceptions with the Colts last season and four interceptions in 2023. He has also recorded over 85 tackles over the past two seasons.
This pickup is designed to add more scope and upside to play on Buffalo's third-level defense.
Best Team Fitness: New York Jets
There is a need to compete with the number one option Garrett Wilson in Jets' wide receiver room. With Allen Lazard and Josh Reynolds coming, Cooper may be on the job. Yes, the 30-year-old showed signs of decline on the videotape, but he is still a detailed route runner that can be uncovered. He may be a solid goal for quarterback Justin Fields, involving game concepts, open to intruders deep inside.
Cooper scored 44 passes with 547 yards and four touchdowns in 14 games last season with the Browns and Bills. He has exceeded seven of 1,000 yards in nine full seasons and has scored 64 professional touchdown passes.
Best Team Fitness: Commander of Washington
It's not easy to find the ideal fit for veterans during the offseason, especially for players with a rich injury history. He missed four games last season with an MCL sprain, but he still maintained a career high in his Running Cycling (905) career and tied for a career-high in running touchdowns (9).
In Kliff Kingsbury's offense in Washington, I could see Dobbins offer competition for Brian Robinson Jr. to be the early show. Dobbins can run between tackles and have juice to create large games on the ground. Last season, he took 27 or more yards.
Best Team Fitness: Seattle Seahawks
In Seattle, Douglas will compete with Josh Jobe for the 3 corner kick and in the secondary overall depth, prefers to mix area coverage (cover 2 and cover 3) with its men's plan.
Douglas is a physical corner that can destroy balls in the air in length and is willing to deal with the run (losing five tackles last season). He has the necessary skills to play coverage, and he uses a 6-foot-2 frame to challenge peripheral receivers. Douglas returned to one of his five interceptions in 2023, with five pass breakups last season.
Best Team Fitness: Atlanta Falcon
Hilton is a narrow corner that he will be urgently upgraded and will immediately upgrade the Falcons' nickel package. He naturally plays in space as a defender of coverage and attacks and blitz on the edge. This fit also works here on Raheem Morris' heavier defense (61.2% of opponent retreats in 2024).
Hilton can be used as a dangling guard and blitz with internal or patrol alleys. He recorded 13 interceptions, 11.5 sacks and 34 pass breakups in eight NFL seasons.
Best Team Fitness: Pittsburgh Steelers
All signs point to Rodgers heading to Pittsburgh, who will have a strong game base and a game action system that keeps your pockets firm. Given Rodgers’ accelerated release time and live vision, the fast game will play a role here as well. His first choice will be the newly acquired receiver DK Metcalf, who thrives in creating explosive matches.
But with the decrease in mobility and the decrease in pockets, Rogers was unable to consistently extend or create in the second reaction game. He was a pocket thrower at this stage of his career, and Smith’s game plan should reflect that. With the 2024 jets, Rodgers threw 28 touchdown passes and 11 interceptions. His 48.0 QBR ranks 25th in the league.

Best Team Fitness: Miami Dolphins
With Jalen Ramsey likely to be traded, Samuel could raise the Dolphins' middle school. Miami currently relies on Kader Kohou, Artie Burns, Storm Duck, Cam Smith, Ethan Bonner and Jason Jason Marshall Jr. to fill out the rest of the CB rooms.
When healthy, Samuel had the mentality of playing at cornerback and used a sudden closing speed to break the ball. This fits Miami's defense, with 27.3% of opponents divestment last season, 27.3% of the league's fourth-ranked 27.3%. Samuel also features characters. The shoulder injury has limited four games in 2024, but Samuel has played six interceptions and 26 pass breakups with the Chargers in four seasons.
Best Team Fitness: Tampa Bay Pirates
Cincinnati and Carolina will also work here, but Simmons is perfect for interchangeable security across from Antoine Winfield Jr. in Todd Bowles' defense. The Bucs performed the most in the league last season (71.7%), while Simmons could spin to the outpost or walk in Cover 3. He is an excellent communicator with a live awareness. Simmons has scored 32 passes in his nine-year career, including two last season.
Best Team Fitness: Detroit Lions
The Lions used only one edge sprint in the 2025 draft (Ahmed Hassanein of Boise State), so they needed a veteran opposite Aidan Hutchinson. So it makes sense to bring him back to another deal even if Detroit released Smith in March.
Smith played a role after a deal from Cleveland to Detroit before last season’s deadline. He has four sacks and 20 pressures in eight games against the Lions. He is a powerful sprinter who can get interior trim as a standing nose tackle or 3 techniques. This will give Detroit's new defensive coordinator Kelvin Sheppard a step ahead.
Best Team Fitness: Tennessee Titan
The Titans signed defender Cody Barton in free agent game, but coordinator Dennard Wilson still has room to add another veteran to the second floor. White is a goal guard who runs and hits features, recording nine tackles with the Cardinals last season and 2.5 sacks last season. His pursuit of speed can track the ball on the edge, with six interceptions and 16 pass breakups in his career.
In Tennessee, White is characterized by playing a three-point role. Wilson can put him under pressure to play big games.
Best Team Fitness: Los Angeles Charger
The Chargers signed Donte Jackson for a two-year contract during the offseason, while Benjamin St Juste signed a one-year contract. But if Alexander is available in the trade, he will be seen as an upgrade to Jesse Minter's defensive system. The charger is heavy, both play single high cover 3 and split safety plan. Alexander has the intuition and footsteps of the game to match the route, and his transition speed allows him to play on the ball. Alexander intercepted 12 passes in his career and broke up 57.
Best Team Fitness: Green Bay Packers
Hendrickson refused to play with the Bengals after obtaining a trade permit in March until he received a new contract. If no agreement is reached, Green Bay would be his perfect landing spot as he paired with Rashan Gary in Jeff Hafley's defensive system. Lukas van Ness is a first-round player in 2023 and is still developing at this stage, so Green Bay has a way to increase its defensive line.
Hendrickson is a relentless defender with a deep counter toolbox and tricks to make the game work later. His 17.5 sacks and 65 pressures were the league highs in 2024. It will be a big time for the Packers’ defense, which was the eighth-largest sack game last season (45).

Best Team Fitness: Los Angeles Rams
Miami general manager Chris Grier said the team is looking for an offer from Ramsey, who is no longer a 30-year-old blue chip team. The Rams can leverage his skills as his speed and ball production shocks will be upgraded to learn. This time they have to give up less to get him.
Ramsey can still lower the field mode vertically, and he still has a high-end backfield vision. He will also provide Los Angeles with greater sub-packing flexibility as he can create destructive dramas with nickel angles. Last season, he had 2 interceptions, 8 pass breakups and 6 tackles in Miami.
