Amari Cooper, Aaron Rodgers leads the best remaining NFL free agents

The 2025 NFL draft ends, but the roster is not complete.

Teams usually search for free agent markets to fill any areas missed during the draft.

Senior freelance salesman is still available. Widely accepted recipients Amari Cooper and Keenan Allen are still on the open market. Meanwhile, quarterback Aaron Rodgers clearly thinks about his NFL future.

On the defensive side, former team all-occupation safety Justin Simmons, cornerbacks Asante Samuel Jr. and Edge Rusher Za'darius Smith are not signed yet.

OTAS begins this month, with mandatory small boot camps starting in June. Will most of the best remaining free agents sign before the NFL's offseason plan intensifies? USA Today Sports is the top 10 free agents available:

The top 10 remaining NFL free agents

1. AmariCooper, a wide receiver (2024 teams: Brown, Bill)

In Cooper's case, last season was a year when his production fell. The 30-year-old receiver never made contact with Josh Allen after he was traded to Buffalo for the season. But Cooper is still a smooth route runner and a holding player who can create separation. A total of 75% of his targets are on short circuits and intermediate routes. The cowboy party seems possible, but Dallas acquired George Pickens on Wednesday.

2. Aaron Rodgers, quarterback (Team 2024: Jets)

All signs point to Rogers and Steeler. Rodgers even found a throwing pass to new Steelers wide receiver DK Metcalf. If Rogers is not going to sign in Pittsburgh, why train with Metcalf? The Steelers’ reluctance to use the preferred QB to draft QB is further evidence. However, the Rodgers Saga continues (for now).

3. Keenan Allen, a wide range of receivers (2024 Team: bears)

Allen is not far from breaking the charger's single-season catch record in 2023. During his only year in Chicago, senior square games did not have the same work. There are signs of slipping in his 32-year-old season, but some of them may be attributed to rookie quarterback Caleb Williams' difficulty capturing the pass. Chicago lets Allen walk and replaces him with a rookie second-round pick Luther Burden III.

4. JKDobbins, run back (2024 Team: Chargers)

Dobbins rushed to a career-high 905 yards, equivalent to a season-high nine touchdowns in 13 games in Los Angeles’ only season. But Dobbins missed four games with a knee injury. The injury has plagued Dobbins' entire career. He never started more than 11 games in a season, but he was productive when he was healthy. The charger replaced Dobbins with Najee Harris and 2025 first-round draft pick Omarion Hampton.

5. Justin Simmons, "Safe" (2024 Team: Falcon)

Simmons was seen as one of the top safety in the NFL a few seasons ago. He made a nice safety combination with Atlanta's Jessie Bates. He has produced at least 60 tackles and two interceptions in each of the past eight seasons. The 31-year-old is in the fourth-time team all-professional competition. Atlanta seems to move on from Simmons after choosing Safeties Xavier Watts and Billy Bowman Jr.

6.

Blackmon has been a staunch defender at Indianapolis High School for the past five years. He stood out from back-to-back season with at least three interceptions and 85 tackles. Blackmon's 73.5 coverage ranks 15th in the qualifying round, according to professional football matches.

7. Asante Samuel Jr., cornerback (2024 Team: Chargers)

Samuel played in just four games and for the remaining year, a shoulder injury put him far ahead. Since then, Los Angeles has been cornerback. The 5-foot-10 corner isn't the most reliable of a tackler, but he allowed 63% of the completion percentage in his first three seasons. He queues mainly as an outer corner, but can play football in the slot.

8. KyzirWhite, defender (2024 Team: Cardinals)

Last year, White produced 137 tackles in 17 games at Arizona. He is the Cardinal's best tackler at guard, but the team signed Akeem Davis-Gaither, who may be White's substitute. White is 29 years old and remains a sports guard. He has at least 90 tackles in four straight seasons.

9. Za'darius Smith, Edge (Team 2024: Brown, Lions)

Smith will be 33 years old around the first week of the 2025 season. He recorded nine sacks between the two teams he participated in last year. The veteran Edge Rusher has created at least 61 pressures over the past three seasons. Smith was at his best when he was against the outstanding pass stormtrooper at this stage of his career.

10. GabeDavis, Wide Receiver (2024 Team: Jaguars)

The Jaguar released Davis on Wednesday, despite his three-year contract last year. He has been in his career in 2024's catch (20) and catch yards (239). Davis is best suited as the third receiving option.
