PJM InterConnection (PJM), a U.S.-based energy distribution company, has selected 51 projects under its Reliability Resource Program (RRI) that can quickly access the Internet and be able to provide over 9.3GW of capabilities.

The initiative prioritizes shovel-ready resources, with short delivery times built and operated, aiming to increase reliability and rapidly increase grid energy.

The projects constitute 39 upgrades to existing resources such as gas, nuclear, coal and overshore wind, as well as 12 new construction proposals.

Uprates will provide 2.11GW of non-forgiveness capability (UCAP), while the new project is expected to contribute 7.25GW of UCAP, totaling 9.36GW.

About 90% of these projects are expected to be operational by 2030, and the rest are expected to be by 2031.

The selection process involved 94 applicants and was based on a weighted system that prioritized the use of UCAP and on-the-job dates, followed by effective load capacity and location in areas where demands were generated.

Although the program was originally intended to select 50 items, a draw in the scoring system allowed 51 items to be selected.

In 2022, the Federal Energy Regulatory Commission approved PJM's reform of the interconnection process, from a “first come first served, first served” to a “first serve, first served, first served” approach.

In addition to the RRI project, PJM will also handle approximately 62GW of projects in 2025 and 2026.

PJM has taken several measures to address the growing demand for electricity and generator retirement. These include enhanced automation and staffing, reducing the backlog by 60%, and collaboration with Google and Tapestry to deploy AI tools to simplify the planning process of linking next-generation resources to the grid.

PJM has been approved by FERC to simplify the process of leveraging unused capabilities of interconnected services for facilities that cannot be continuously 24/7 throughout the year.

The reform plan supported by PJM stakeholders and currently reviewed by the FERC aims to simplify the interconnection process of alternative resources intending to leverage the capacity of retirement resources to interconnect rights.
