Indianapolis (AP) – Indycar is exploring the scandal that Penske deceived the 500 Indianapolis after the creation of an independent management agency without any Roger Penske employees.

Penske owns three teams Penske, Indycar, Indianapolis Motor Speedway and Indianapolis 500. He fired the top three racing executives before he spotted two cars in the second round of the Indy 500 on Wednesday.

It has since been shown that Penske’s spec parts team has made modifications on the cars that defended Indy 500 champion Josef Newgarden twice, and that Will Will Power has been done for some time. Newgarden's winning cars in the 2024 victory were on display at the Speedway Museum, and the same was the victory he brought to the White House last month.

The rival team claimed they had photos of Penske's car and had a period of revision dates, while others claimed they told Indiana tech inspectors that Penske's car was illegal.

“We want to make sure we have a host entity that doesn’t have the ability to make people say Roger Penske is affected,” said Doug Boles of Indycar in February, while already holding the presidential title of Indianapolis Auto Racing.

Since Indycar captured Newgarden and Power's cars on Sunday (with the help of complaints from rival teams), competitors say Penske cars have received preferential treatment because they are owned by Penske. They also questioned that Penske's three cars were not found on Saturday when they locked in for the race, and publicly doubted whether the car was legal at the time.

His preference for optics has been tangled with penske since buying everything from Indianapolis Racing in 2020, as Roger Penske paid for all the people who run the group's arms. Later Wednesday, new Indiana President Doug Boles, who is also president of Speedway, said there will be an assessment of external governance in the future.

“We've been working very, very hard to create an entity, a host entity, through the presiding ceremony, I mean race control and technical checks, and an entity that is entirely related to anything related to the Indianapolis Raceway in the Penske Entertainment or Roger Penske or Roger Penske or Indycar series,” Boles said.

Bowles also said one of the reasons why the car was not captured by illegal modifications is because of changes to the rear attenuator, a safety component that prohibits changes because it could compromise its capabilities. So, because Indycar inspectors think the team wants their car to be safe, the part is not checked frequently.

NASCAR is ruled by the French clan, which owns the series and most of its tracks. The Race Control and Competition Department is a NASCAR employee. NASCAR does not rent any cars.

Formula One has independent governance in the FIA. F1 only has commercial rights to the series, while FIA has full control over how the series is managed.
